Based on the National Highway traffic Safety Administration's (NHTSA) curriculum, he was taught what the police look for when making an initial stop, as well as what factors will lead them to eventually administer a series of field sobriety tests.

Mr. Snell was also issued a copy of the NHTSA's DUI Detection and Field Sobriety Testing Student Manual, in which a wide variety of topics are covered. The manual provides valuable insight into how each phase of a DUI arrest should be conducted—from the time that a suspect is pulled over to the time that the police report has been filed—so he believes that this knowledge will help him to more easily determine when a mistake has been made. For example, he was taught how to recognize the six clues of intoxication when administering a Horizontal Gaze Nystagmus (HGN) test, as well as the common errors that could result in a false positive. Additionally, he was even introduced to some of the signs that police are trained to look for when they suspect that an individual is under the influence of drugs.
